Fill the fields, not a copy on someone's server
If a PDF has real form fields (AcroForm) โ text boxes, checkboxes, dropdowns, radio buttons โ this tool lists them all, lets you fill everything in one column, and writes the values back into the file. Tick "Flatten" to bake the values into the page content: the result looks the same but can no longer be edited, which is exactly what you want before submitting a form somewhere official.
The honest limitation: a flat PDF โ a scan of a paper form, or a form that was already flattened โ has no fields to fill, and the tool will tell you so instead of pretending. Forms are usually the most personal documents there are โ names, addresses, ID numbers, salaries โ so it matters that everything you type stays on your device.
